KALADAB.COM | Community News | 17 October 2026

In a proud moment for the Kala Dab community, Councillor Shaukat Ali has been awarded the prestigious Freedom of the Borough of Dudley, the highest civic honour bestowed by Dudley Metropolitan Borough Council, in recognition of his outstanding contribution to public service and the local community.

The honour was conferred at a special civic ceremony celebrating his many years of dedication, leadership and service to the people of Dudley.

A Family Connection to Kala Dab

Behind this remarkable achievement lies a family history deeply connected to Kala Dab in Azad Kashmir.

Councillor Shaukat Ali’s father was born in Kala Dab and served in the British Indian Army, representing a generation of men from the region whose lives were shaped by military service during the British colonial period.

His father is buried in the village of Dublia, Kala Dab, where the family’s ancestral roots remain.

This connection gives Councillor Ali’s achievement particular significance for the people of Kala Dab. It links the history of a small Kashmiri village, the military service of an earlier generation and the contribution of subsequent generations to British public life.

Nearly Three Decades of Public Service

First elected to Dudley Council in 1999, Councillor Shaukat Ali has dedicated approximately 27 years to representing local residents.

Throughout his political career, he has held several important positions, including Deputy Leader of the Council, Leader of the Labour Group and Deputy Leader of the Main Opposition Group.

His recognition reflects a longstanding commitment to local democracy, community representation and public service.

What Is the Freedom of the Borough?

The Freedom of the Borough is the highest honorary civic distinction that a borough council can confer.

Rooted in centuries of British municipal tradition, the modern honour is awarded to individuals who have rendered exceptional service to their communities or made an outstanding contribution to public life.

Under Section 249 of the Local Government Act 1972, local councils have the authority to confer this distinction through a special resolution supported by at least two-thirds of the councillors voting.

The award is ceremonial and does not grant special legal powers or privileges. Its importance lies in the public recognition of a person’s contribution to the borough.

Dudley’s historic Roll of Honours records numerous distinguished recipients, including public servants, military organisations and notable personalities such as Sir Lenny Henry and Paralympic tennis champion Jordanne Whiley. The published roll contains 35 entries, with further awards announced subsequently.

From Kala Dab to Dudley – A Story Across Generations

The story of Councillor Shaukat Ali’s family reflects a wider chapter in the history of Kashmir and the British Asian community.

From a father born in Kala Dab who served in the British Indian Army, to a son who devoted nearly three decades to local government in Britain, it is a story connecting two generations through public service, although in very different circumstances.

For the people of Kala Dab, this recognition is an opportunity to celebrate not only an individual achievement but also the enduring connections between their ancestral homeland and communities established overseas.

Kaladab.com warmly congratulates Councillor Shaukat Ali on receiving the Freedom of the Borough of Dudley. His achievement is a source of pride for his family, the wider community and all those who share a connection with Kala Dab.
